 2,3-Dichlorophenyl isocyanate (CAS NO.41195-90-8) is hazardous, so the first aid measures and others should be known. Such as: When on the skin: first, get medical aid. Immediately flush skin with plenty of soap and water for at least 15 minutes while removing contaminated clothing and shoes. Wash clothing before reuse. Or in the eyes: Immediately flush eyes with plenty of water for at least 15 minutes, occasionally lifting the upper and lower eyelids. Get medical aid. While, it's inhaled: Remove from exposure to fresh air immediately. If not breathing, give artificial respiration. If breathing is difficult, give oxygen. Get medical aid. Then you have the ingesting of the product : Never give anything by mouth to an unconscious person. Get medical aid. Do NOT induce vomiting. If conscious and alert, rinse mouth and drink 2-4 cupfuls of milk or water. Wash mouth out with water. 
In addition, 2,3-Dichlorophenyl isocyanate (CAS NO.41195-90-8) is moisture sensitive. It is not compatible with strong oxidizing agents, acids, strong bases, alcohols, amines. 2,3-Dichlorophenyl isocyanate (CAS NO.41195-90-8) should avoid the condition like incompatible materials,  excess heat, exposure to moist air or water. And also prevent it to broken down into hazardous decomposition products: hydrogen chloride, hydrogen cyanide, nitrogen oxides, carbon monoxide, carbon dioxide. However, its hazardous polymerization has not been reported. It should be stored in a tightly closed container, or kept under a nitrogen blanket. It also can be stored in a cool, dry, well-ventilated area away from incompatible substances, or stored protected from moisture.
